PUNE: As part of the ongoing crackdown on state-run bars and pubs in the wake of the Porsche tragedy on May 19, the excise department has issued recent guidelines for establishments and reiterated that waitresses and bartenders cannot work in such establishments after 9.30 p.m.
An excise official told TOI on Friday, “The advanced surveillance systems will transmit live images directly to the excise area inspector, departmental headquarters and superintendent’s office. A bullet camera with motion detection is now mandatory in selected pubs and bars. The cameras must utilize artificial intelligence-based software to analyze images and provide live feeds to field officers and probation officers. This system will ensure that if any establishment operates beyond the set closing time, officials will receive an immediate notification on their phones.
The circular makes it mandatory to install CCTV cameras in specific areas to improve monitoring and compliance. For example, in pubs and restaurants where waitresses, live music, etc. are approved, it is mandatory to install CCTV cameras at the bar where alcohol is served. At least two such cameras are to be installed on the side opposite the bar to ensure full monitoring of alcohol supply, the order reads. This system should be implemented in all pubs and bars within police station areas and within 10 km radius of municipal limits of Thane, Panvel, Pune, Nashik, Chhatrapati Sambhajinagar, Nagpur, Kalyan-Bhiwandi, Solapur, Vasai-Virar, Mira-Bhayander, Kolhapur and Sangli.
The excise department has ordered the relevant curators to prepare a list of bars and pubs where this system will be installed. They are obliged to submit a report confirming the installation to the excise office within 15 days. Excise minister Shambhuraj Desai told TOI, “I had earlier issued instructions to the excise department to install AI-based CCTV systems in pubs across the state.
Live broadcasts of them will be sent to excise officials. In case of missing the closing date, delivery to minors or other violations, a warning will be sent to the relevant excise officials who will immediately send a patrol to take appropriate action against the plant. The difference is that while CCTV cameras are now also mandatory, previously live streaming was not available. Now it will be so.
