The UK government and Openai have signed a strategic partnership to accelerate the adoption of artificial intelligence across the country, with the aim of promoting economic growth and improving public services.
The agreement, announced on July 22, 2025, formalizes cooperation between Openai and the UK’s Department of Science, Innovation and Technology through a new Memorandum of Understanding (MOU).
This transaction supports the UK AI Opportunity Action Planhas a common goal of building sovereign AI infrastructure, creating highly skilled jobs, and integrating AI into both the public and private sectors. According to Openai, the UK is already one of the company’s top three global markets for paid subscribers and API developers.

The UK government plans AI-driven public services
Under the MOU, Openai and the UK government will explore how AI tools can be used in public services, from helping small businesses navigate Gov.uk to supporting civil servants with AI assistants like “Humphrey.”
Tools that already have Openai’s API include:
- AI chatbots for small business advice via gov.uk
- Humphrey, Whitehall Assistant designed to reduce civil servant managers
- Accelerate policy making by consulting and analyzing the answers to the consultation in minutes.
UK Technology Secretary Peter Kyle said the collaboration will ensure that the UK remains “front and center” in AI innovation.
“This partnership will bring (Openai) work to work in the UK, creating well-paid technology jobs, fostering investment in infrastructure and providing national agents definitively on how this world-changing technology can advance,” Kyle said.
New investment, employment and security focus
This partnership is based on existing work between Openai and the UK AI Safety Institute. They will now co-develop technical information sharing programs to enhance government understanding of the capabilities of AI models and explore security research.
Openai also confirmed plans to expand its London office, which opened in 2023 and currently employs more than 100 staff, including research, engineering and market support.
The broader trading goals include:
- Strengthening UK sovereign AI infrastructure
- Supports small and medium-sized businesses and public sector staff
- Deepen the safety and technical knowledge of AI within the government
