On August 29, the federal government rescinded the urgent request at the Supreme Court after the appeals court made clear the way for the government to withhold the funds.
The incident dates back to January 20th, when President Donald Trump issued Executive Order 14169 to freeze 90 days of foreign aid spending. The grant recipients and associations sued to release government funds, claiming that the president violated the Federal Administrative Procedure Act and the Constitution.
