Federal judges have been ordering President Donald Trump for months to reinstate agency heads despite his interest in firing them.
Their decision is based on a 90-year-old Supreme Court case known as Humphrey’s Executioner v. United States, which says Congress can limit the grounds on which presidents can fire officials, such as members of the labor board.
